Bylaws
Preamble
We the 18th Legislative District Central Committee do hereby organize ourselves as a body politic with all the rights and privileges granted under these documents and adopt the following bylaws. This organization will comply with and operate within the State of Washington Democratic Party.
Article 1
Organization Name
This Organization shall be known as the 18th Legislative District Democratic Central Committee, hereafter referred to as the 18th LDDCC.
Article 2
Objective
The objective of this organization is to:
Support the election of Democratic candidates in the 18th Legislative District positions.
Debate, establish and then promote the Democratic Platform by engaging in legislative activities, political activities, civic welfare promotion, education, submitting of resolutions, and other activities that will further the interests of this body politic.
Article 3
Membership
The membership of the 18th LDDCC shall consist of:
-All 18th LDDCC Precinct Committee Officers whether elected, appointed-elected or acting-elected, hereafter referred to as PCOs.
-All elected 18th LDDCC Executive Officers.
-All registered voters over the age of 18 or under the age of 18 who intend to register when eligible, who declare to be a Democrat, and petition the Chair to become a member.
All members will be listed on the official meeting sign-in document hereafter referred to as OSID. It is the responsibility of the member to assure that the OSID information is correct. Notifications will be by e-mail. A member may petition the secretary for an alternative notification method. Members will petition the Secretary to make corrections or updates to the OSID.
Article 4
Dues
Annual membership dues shall be determined by vote at each January meeting. The Chair may waive the membership dues if petitioned by a member for hardship. Dues status will be listed on the OSID.
Article 5
Meetings
1. Regular Meetings: Shall be held no less than every three months. Members shall be given reasonable notice of meeting times and places. All meetings are open to the public. Meetings shall be governed by Roberts Rules of Order, revised.
2. Executive Board Meetings: Shall be held at the request of the Chair. Executive meetings shall be open to the public, but may enter into private executive section by majority vote of executive board members present at the meeting.
3. Biannual Reorganization Meeting: Shall be held in compliance with the State of Washington Democratic Party State Charter and Bylaws.
Article 6
Voting Procedures
1. Biannual Reorganization Meeting: Voting procedures will be in compliance with the State Statures and the Democratic Party State Charter and Bylaws.
2. General Vote Procedure for all matters other than the Biannual Reorganization Meeting: All members of the 18th LDDCC are entitled to vote on all issues. Non-elected members must be current in membership dues to be eligible to vote. Members with dues waived may vote on issues. The voting procedure will be by verbal yes/no vote, or by secret written ballot if the Chair is petitioned to do so by two or more members. Majority vote shall prevail. A coin toss will decide a tie vote. Proxy or absentee votes are not allowed.
Article 7
Executive Officers
1. The executive officers of the 18th LCCDD shall be elected:
-At the first meeting after each Biannual Reorganization Meeting,
-Or at the first meeting after a bylaw revision of officer status.
2. The executive officers shall consist of the following:
-Chairperson
-1st Vice Chair representing Clark County
-2nd Vice Chair representing Cowlitz County
-Secretary
-Treasurer
-State Committeeman
-State Committeewoman
-Communications Officer/Webmaster
-PCO Coordination Officer
-Candidate Recruitment/Community Affairs Officer
Article 8
Executive Officers: Duties
1. Chairperson:
-Shall direct the affairs of the organization as its chief executive officer. Is an ex-officio member of all committees of the LDDCC.
-Serves as the presiding officer at all general and Executive Board meetings.
-Works with all members to promote activities that will achieve the objectives of the 18th LDDCC.
2. 1st Vice Chair Clark County :
-Must be a resident of Clark County in the 18th LD.
-Will be responsible for attending Clark County Democratic Party executive board and regular meetings.
-Will preside over the 18th LDDCC component of Clark County conventions.
-The 1st vice chair must be of the opposite gender of the Chair.
-The 1st vice chair will preside over meetings in the event of temporary absence of the Chair.
3. 2nd Vice Chair Cowlitz County:
-Must be a resident of Cowlitz County in the 18th LD.
-Will be responsible for attending Cowlitz County Democratic Party executive board and regular meetings.
-Will preside over the 18th LDDCC component of Cowlitz County conventions.
-Will participate in an annual audit of the 18th LDDCC financial accounts each July. (1st of 3 participants)
4. Secretary:
-Shall keep a record of all meeting of the organization,
-Shall send meeting notification in a timely manner.
-Shall keep a roll of all members updated monthly in the form of the Official Sign in Document (OSID).
-Will participate in an annual audit of the 18th LDDCC financial accounts each July. (2nd of 3 participants)
5. Treasurer:
-It shall be the duty of the Treasurer to supervise the financial affairs of the organization.
-The Treasurer shall prepare and file all needed State Public disclosure reports as required by law. The Treasurer shall keep current with all legal rules and requirements of record keeping and reporting to the Public Disclosure Commission and is responsible for making all regular and required reports to that Commission in timely and accurate manner.
-The Treasurer shall collect and disburse all funds, keep all financial records and give a financial accounting to the membership at least quarterly.
-Distribution of funds over the amount of $200.00 must be voted upon by the membership. All funds distributed over $200.00 must be co-signed or co-documented by the Treasurer and one other Executive Board member.
-Will participate in an annual audit of the 18th LDDCC financial accounts each July. (3rd of 3 participants)
6. State Committeeman and State Committeewoman:
-State Committeeman and State Committeewoman shall represent the will of the 18th LCCDD membership at all Washington State Democratic Central Committee meetings.
-A poll-vote on current issues will be taken at the 18th LDDCC meeting prior to each State meeting to provide the committeepersons with the will of the 18th LD membership.
7. Communications/Webmaster Officer; Will coordinate with Chair to:
-Creating and maintaining a web site for the 18th LDDCC.
-Will network/communicate 18th LDDCC activities. (May include press, local TV, Internet sites, city council members, mayors, fire commissioners, labor councils, port commissioners, and county commissioners within the 18th LD boundaries).
8. PCO Coordination Officer:
-Update the PCO Vote Builder Database
-Notify Clark and Cowlitz elections offices of PCO status.
-Actively recruit new PCOs to any vacant positions.
-Train new PCOs, and provides annual training.
-Will create and oversee a sub-committee of “PCO City groups” to support PCOs in coordinated campaign efforts and events.
9. Candidate Recruitment/ Community Affairs Officer: Will coordinate with the Chair to;
-Recruit highly qualified Democratic nominees for 18th LD State Representative Position 1, Position 2 and the 18th LD State Senate position.
-Coordinate campaign activities, including GOTV schedule.
-Create opportunities for active Democratic participation in the community, by forming and overseeing sub-committees to engage in community events such as fund raising, providing speakers to schools, colleges and other organization to support this organization’s objectives.
-Create annual events calendars, and an annual 18th LD speakers list.
Article 9
Precinct Officer Duties
Precinct Officers: Duties are as per the PCO handbook from the Washington State Democrats.
Article 10
Officer Vacancy and Removal
1. PCO Vacancy: Shall follow the guidelines of State Law 29A.80.041.
Should a vacancy occur in the precinct caused by death, disqualification, resignation or failure to elect a PCO in the precinct, the Chair may fill the vacancy by nominating a candidate, then the membership will vote as per Article six.
2. Executive Officer Vacancy or Removal:
-Vacancy: The 1st Vice Chair becomes the Chair if there is a permanent vacancy in the office. If there is a vacancy in any of the other Executive Officer positions, the Chair may appoint a pro-tem replacement to serve until the next biannual organizational meeting.
-Removal: The Executive Board may vote to remove an executive board member for misconduct of a public official as defined in RCW 42.30 and/or official misconduct as defined in Title IX A 80.010.
The procedure for removal is:
1. The officer is given seven days notice of the intent to consider the proposed removal and the reasons for the proposed removal.
2. The proposed removal is included as an agenda item in an official notice of the Executive Board meeting.
3. The officer is removed if two-thirds of the Executive Officers present at the Executive Board meeting vote for removal.
Article 11
Nominees for Public Office
For Partisan Legislative District races: The nomination shall comply with the WSDDCC “Rules for the Selection of Candidates and Nominees for Public Office.” A nominating convention shall be called by the Chair to nominate candidates for the 18th LD Senate position, and 18th LD State Representative’s positions 1 and 2. A nominating convention shall be called no later than 14 days prior to the date filing for office commences.
Article 12
Targeted Fund Distribution
Funds contributed to the 18th LD for distribution must be voted on by Executive Officers. The vote will be by e-mail, with a majority vote consisting of 50% of Executive Officers responding within seven days of notice by e-mail.
Article 13
Endorsements
This body politic is permitted to endorse by majority vote:
-Individuals running as Democrats for elected office in partisan races.
-Individuals running for elective office in non-partisan races as allowed by the Democratic State of Washington Party Charter.
-Ballot Issues.
